NOAS, established in 1978, is a foster care agency dedicated to supporting children and families. Our mission is to provide support and connections to foster youth, families, and those at risk of entering care. Whether you're interested in becoming a foster parent, adopting through foster care, or supporting NOAS in our mission, we are here to guide you every step of the way. We are committed to strengthening families and improving outcomes for children in our community.

  Programs Supported by Your Donations  

1. TBRI® (Trust-Based Relational Intervention) Parenting Support
This trauma-informed program equips caregivers—biological, kinship, foster, and adoptive—with proven strategies to connect with and support youth with challenging behaviors. Donations help expand TBRI training into the broader community through free parenting classes, increasing awareness and building stronger, more resilient families.

2. Foster Parent Recruitment and Support
Funds help recruit, train, and retain high-quality foster families, addressing the urgent foster parent shortage. Donations provide resources, training, and support services for families caring for children impacted by trauma. Donations also support programs focused on empowering youth in care, helping them build life skills, pursue education, and transition successfully into adulthood.

  Needs that Cannot beMet without Your Help  

Over the past year, NOAS has faced growing demands we cannot meet due to limited funding. With over 16,000 children in Ohio’s foster care system and fewer than half the needed licensed families, we continue to struggle to return to pre-pandemic recruitment levels. Additionally, funding shortages have prevented the expansion of our trauma-informed TBRI® program, which supports caregivers parenting youth with challenging behaviors. Without resources for staffing, marketing, and materials, community-wide outreach remains limited. With additional support, NOAS could expand awareness, strengthen families, and better serve children in need of safe, nurturing homes.
