Northwestern Legal Services (NWLS), founded 1969, provides FREE civil legal services to low-income PA residents of Erie, Bradford, Cameron, Crawford, Elk, Forest, McKean, Mercer, Venango, and Warren counties. NWLS, a nonprofit, receives federal, state, and local funds, and public donations. NWLS partners with other organizations to administer specialized grants, and provides community education & outreach. Our clients receive direct representation, advice, and brief services.
Our Mission:
NWLS assists low-income individuals and families by guiding them through the civil legal system using advocacy and education to seek justice with the goal of improving quality of life and thereby strengthening our communities.

Programs Supported by Your Donations
Most of the grant money we receive comes with earmarks and restrictions for how the money can be spent and is largely reserved for actual legal casework. Donations that we receive, however, are used for the most part to support our non-casework, like community outreach, education, and awareness. Without these crucial non-casework activities, the communities we serve would not know about our services, how they can reach us, or when they should reach out to us.
It also allows us to create and maintain relationships within the local human services communities. The network of government agencies and nonprofit organizations throughout our service area make it easier to refer clients to the right places in order to better serve the needs of the people who depend on this network to achieve or maintain a better quality of life for themselves and their families. When a community's basic needs are being met, their lives are better and in turn, this creates a stronger, happier, and safer environment for everyone to thrive.
Needs that Cannot beMet without Your Help
While NWLS' mission will continue to remain the same, unfortunately, the need for civil legal services continues to grow, even while resources stay the same or begin to diminish. The growing gap of people with unmet civil legal needs is an issue being realized throughout the entire country. We are doing all that we can with the resources that we have, but all too often it is not enough for those who fall in that gap. Now more than ever we seek the support and goodwill of good people who understand the importance of our mission.
